Early on we discovered the same thing.. Rockwoods Reservation will NOT allow 
geocaching but Weldon Spring and Busch will allow it. It's up to the land 
manager. Since MDC and DNR are 2 seperate departments, the state park policy 
only applies to state parks. We are lucky to have such a pro geocaching 
state for the most part. Again, each individual has their idea of caching 
and unless specific policy is written, it is up to the land manager.
