That statement is becoming less and less true every day. There are game
development environments that are being used by companies like Sony to
develop games. They require little, if any, actual game programming and
can generate versions of the game for several different platforms.

For a slightly less sophisticated example take a look at the moding
scene. There must be a million people whose hobby is building games on
top of existing game engines.
