Make sure you have the latest bios. If all else fails in the bios there is an option for the fan to run continuously when connected to AC power. From what I've determined this is a fairly common problem with this particular computer, Windows or Linux, it probably has something to do with acpi.

Did you go to Compaq's website and download all of the Windows drivers for the Evo? One of them is likely to be required to get the fan working properly. I would recommend installing them all unless you know you don't need them. Laptops can be fickle beasts, particularly the older ones.
