Hopefully I/A Window systems are configured to boot without the taskbar. 
This will keep unauthorized users from getting to the OS.  Then the 
environment can be used to give designated users access to "Explorer", 
command line, etc. from the FoxView menu bar.  From the Explorer or 
command line, you can get to the other parts of the system that you need 
to (like Control Panel, Programs, etc.)

At least DeltaV systems make full use of Windows security features and
allows one to prevent access to the Windows desktop by unauthorized
individuals.
