ICCopen error: icConnectCp: icCpConnect problem; the error should

I see several cases with this issue and it typically means you
have a locked IPC channel to that CP.
Known resolution is to reboot both CPs of a FT pair (if FT) after
you have tried rebooting the CPs host and any other IACC Client/Server
that may have access to this CP.
Of course you should consult your local Field Service Rep. and/or
one of the Global Customer Support Centers for more detailed advice before
performing a double sided reboot on the CP.

Didn't think this was the same, but worth a shot. You said you can't
reboot the CP but can you, have you, rebooted the IACC server machine?
Although you are not supposed to use ICC if using IACC, can you open
and try making one small insignificant change to a block using ICC and
see if you get an error. Might tell you if it is an iccdrvr.tsk or IACC
problem.
May need to change the IACC\coexistence\IACC-CP file to do this?

Although not the same error message, it sounds similar to the ICC
already open problem we run into at times with IACC. Check
usr\fox\sp\locks and look for a file cpname+ (plus sign on end). If
there, delete it and try again.
Does this problem only exist when downloading your Modbus device ECBs
and DCI blocks or do you get the same error when downloading any standard
block?
