Brian,
On the Unix end you can easily send it through an FTP script triggered by a
cron task.
On the Windows end you can have an ftp server running to accept it. Here's a
list of some (includes free ones)

If installing software on the Windows box is not an option, then you will
have to look into scheduling the "ftp batch grab" file from Windows.
