Likely they finally had a good look at the UNIX guide.  The partition 'usr' 
means Universal System Resources and was intended to be reserved for system 
files and resource files that were of fixed length and seldom, if ever, 
changed.  By misinterpreting this as 'user' space when I/A was first 
programmed, we have been plagued (you, that is, I am now unplagued thank you 
very much) for years with no space in /usr and a nearly empty /opt.  Moving 
things over to /opt was a wise and useful decision.
