Dirk,

for the first problem we often sell a small tool called InfoView. It's a German 
product sold by our office here in Duesseldorf. Let me quote from the manual:

What is InfoView?

InfoView is an add-on software for FoxView and FoxDraw that displays 
information relating to a loop or a block. In addition, InfoView can also be 
used to add brief information relating to the loop or block. This information 
can be viewed at any time.

The program is opened with a passed parameter, the loop ID or the block name 
(C:B.P). InfoView then searches the configured standard directory for a 
subdirectory with the name that was entered. If the file "_InfoView.txt" is 
located in this directory, the contents will be displayed. If the contents are 
not protected, these can be added to and edited by the user. If new information 
relating to this loop is entered, the corresponding subdirectory with the file 
"_InfoView.txt" will be created automatically.

All of the other files in this directory will be listed in the lower section. 
Simply double-click on one of the files to show the contents in a new window. 
The contents are read-only.

Features of InfoView

InfoView displays information from a specified directory:
. Direct display of the text from an ASCII file
. Text information can be added and edited
. Text information can be protected via the environment settings.
. List of all documents in the directory
. Display of contents for specific document types (.txt, .pdf, .htm, .rtf, 
.gif, .jpg)
. Standardised call via FoxView faceplates or overlays

You could create a directory for each tag or equipment and dump all information 
like mounting and maintenance instructions, pictures, error procedures, alarm 
procedures, drawings, data sheets etc. in there, which can then be displayed 
from the user graphics after selecting the object in a display. 

I can provide the English manual off list, if required. We sell Infoview for a 
list price of approx. 600 US-$ per server. Discount pricing for higher volumes 
available.

We're starting an alarm management project soon, probably based on ISA 18 
or EEMUA
By the time the project reaches implementation we will probably be an all 
windows 8.4 I/A site (now we have mesh, unix&Windows 8.4)

Analyzing the alarms is no problem, we have Foxray, which is a great help. 
Cleaning up the alarms and re-assigning priorities is no problem either.

We're faced with a few items on which we need some more info.

First problem:

Process engineering would like to tie some kind of "what to do" - 
flowcharts or text to an alarmpage button. So hitting an "alarm action" 
button when a certain alarm is selected should produce a flowchart or 
plain text display related to the comp:block. I can figure out how to call 
a text file or a flowchart display related to a certain comp:block, but I 
can't imagine us creating seperate text files or displays for each block 
that has an alarm configured. Any one using this approach and how did you 
configure it? Did you go for 3th party software or did you use the I/A 
functions?

Second problem:

Now we use priority 5 for stuff that's not considered as an alarm, but 
does need some operator attention. These items appear on the alarm page, 
(which is always up)  so the operator is notified.

In the new approach they won't be considered as alarms anymore, Therefore 
they're not supposed to appear on the alarm page,  but we still need some 
way of informing the operator these items need some attention.
Does anyone uses something like this and how did you configure it?
