Online defrag was successful. It said some 3000Mb (3Gb) were recovered, but
the EDB file is still 16gb. It has been running for a couple of days now
and the EDB file is still 16Gb, so maybe exchange is using the 3Gb it
recovered for new mails. Correct?

We will be moving to Exch 2k Enterprise soon to avoid these limits...

Check the event viewer for Online Defrag info. It will
tell you how much space was left after the last online
defrag. That's the amount of space you would recover
with an offline defrag.
