System Cleanup Folders

Hi Everyone, 

        I have a question about this hidden place called System Cleanup
Folders. 
        One of ours VP was accumulating all his e-mails since 2003
because his traveling a lot and never got a change to clean them all. I
changed the policy to move old messages to the System Cleanup Folders
after 60 days and not delete it.
        Next day guess what? He was asking me about one particular
message among 10.000 from his 2003 messages and his has only 700 (60
days).
        I haven't talked to him today yet, but yesterday I reset the
policy to do nothing else until find the way to recover it.
        I do have backups and everything, but I would like to know if
there is a handy way to put it back one or what.

        I already look at some Microsoft articles and this particular
one from our buddy Mark, but I haven't found any answer about how is the
process of sent the messages back to source.
