Can't you set the distribution list to only accept messages from
authenticated users?

Is there a way to prevent distribution lists from accepting emails that is
external (not part of the domain)?

For instance, my domain is xyz.com. Only users who are part of xyz.com are
allowed to send email to distribution lists at xyz.com. The distribution
lists will reject email from all other sources.

We are running Exchange 2000 enterprise edition.

Regards,

Mark
