So.... validity and reliability are key issues. But who says the present
stress of HOTS and LOTS has anything to do with learning English in order
to use it for reading and for communication?
I would love to see a proper English proficiency exam here in this country
that would represent real language skills! I'd love to see one with actual
validity and reliability pre-tested...

The present state of affairs is a far cry from my dreams!

Your time is limited; don't waste it living someone else's life. Don't be
trapped by dogma - which is living with the results of other people's
thinking. Don't let the noise of other's opinions drown out your own inner
voice.
