Sometimes it pays to hook a pair to a drag...working with constant drag against the shoulder lets you see what is actually going on...You also can train the lagging horfse to start off even by tapping him with the whip as you use a two word command, WALK ON....train the forward one to wait for ON....tap the laggard at WAL:K and they are together.
