Well history tells... in the beginning there was www.dokuwiki.org/plugin:pagemove (that went incompatible with current DW) then Chi started to write pagemoveng but never finished. Both plugins works by editing all incoming links to the moved page in addition to handling revision history, search index etc. This left DokuWiki users without any working code. Now www.dokuwiki.org/plugin:editx was written with another concept where the moved page was replaced with a redirect. This solution is much simpler but has some drawbacks visa-vi backlinks A future pagemove plugin should focus equally on robust code, preserving all DW functionality and make a better UI experience. Possibility to configure different allowed use-cases would be interesting, e.g. in some installations all users should be able to easily rename a page but others would only would accept admins but then with a drag-n-drop interface.
