In windows 7 there's an area of the taskbar designated for programs like
skype and messenger, which keeps them open and minimized in that area;
they're not placed on the system tray by default like it was in the days of
xp. You have to change that behaviour in the windows taskbar and start menu
properties.
You can do an applications  emnu (right click) on the windows title on the
taskbar, then the option to quit will be there. Or, just alt shift f4 twice
quickly.

I believe that this is because when you press alt+f4 in skype, it minimizes
to the system tray. To fully quit skype, go to the system tray, click on
skype, and then go to quit.

Has anyone had a problem with Skype in windows 7 home premium 64 bit where
the program will not close? It will not even close when I press ault f4. I
have to close it by going to the task manager. If anyone has experienced
this problem, how did you fix it? If you have never experienced this problem
and you would like to help me trouble shoot this problem please let me know
I'm open.
