Why? Because that would put many adaptive tech companies out of business, or at least seriously hurt their bottom line. I wouldn't be surprised if Freedom Scientific and the like would actively fight and lobby against such a move, even though a robust screen reader included with the OS would help so many actual blind people - especially those buying their own equipment.
