Seriously the dumbest buff in USFIV: https://www.youtube.com/watch?v=xDMkMfPuxME This is already close to a 7:3 match for Guile. Now for 1 bar El Fuerte gets 440 damage in the corner. Doesn't take much reaction. Just release the buttons and do your combo.
