I think the difference is that fighting games originated in arcades

and FPS/other shooters originated at home in front of a computer,

hence the different mindsets.



In modern fighting games you rarely hear of  banned characters, and

banned characters in older fighting games are super broken.



Whereas in gears of war they still ban certain guns. I don't know they

much about balance in multiplayer shooters, but it seems kinda

scrubby. If the guns were truly broken they would have a universally

accepted ban, or they would be patched out.
