It does - it's just when reading the individual emails for those who
top post in their reply people aren't scrolling down to read the
quoted part of the message repeatedly.
In the case of the digest (and the individual emails you one goes back
and checks them) the original message in the thread gets quoted in its
entiretly 11 times (plus the original message).
The answer is to show courtesy to those who choose the digest version
and delete any quoted parts of a reply that aren't necessary.
