I forget where, but I have seen BC government taxi license applications somewhere and one of  the conditions was it was exclusively for use by CP employees. So effectively a contracted taxi service, just for CP employees, not any fare paying passenger. I believe they do have a radio so they can coordinate with the crew they are picking up or make sure a crew is dropped off in the right place.

was a van with a taxi logo on it. Would these 'outside' employees/contractors
have a CPR radio? The driver in question said he was listening to the radio.
