Action Red / Multi-mark

Sorry -- this really should go in an FAQ somewhere, but I'm forgetful
today:

CP introduced the multi-mark in '68 (June 17, I think).  When did they
start painting things in Action Red?  Was everything Tuscan and Grey
prior to that, or was Action Red seen before the multi-mark?
