Sounds like CPU or Memory, if you have any cards in any slots I would
remove all cards and install one by one until the symptons appear , or
just reseat all the cards. Their is a map to the 4 lights just do a
google search.

Most Dellls have diagnostic software to test the HD. I think it's F12
when you boot. Just run the IDE test, which tell you if you have a HD
problem.
