Charles you are dealing with an older OS that has less than 10 months before End of Life and attempting to use an old version of Audacity by installing via ppa which should work if you trust the owner of the ppa.  I have no experience there.  Recommend that you launch your favorite web browser and attempt to find a solution on the www.  Or go to the Ubuntu Forums, https://ubuntuforums.org/ or Ask Ubuntu, https://askubuntu.com/ and ask the question.  Both are free forums and only require you to register to ask a question.  You are free to search the forums for a solution that may have already been asked and answered.

ubuntu 16.04

Audacity fouled up, have tried

sudo apt-get remove audacity
sudo apt-get purge audacity
I also used some command to remove the associated ppa, cann’t remember what it was
But nothing removes audacity.

When I try to remove from software manager, I get this error
