I'm using the Windows version of Firefox 1.0.

In the tools menu item there is an item named "Downloads," but that doesn't
help you (as you discovered). However, the last item in the "Tools" menu is
"Options" - there's where you can set up the various options for Firefox
(like the default start page and such). It's in those options that you can
set up the download directory. 

I've attached two screen shots to this message that may help. The "Menu"
file shows the options selection in the Tools menu and the "Options" file
shows the options available for downloading files. You'll notice on that
screen that I've elected to download files to a directory I created called
"My Downloads." There's also an option you can select to cause Firefox to
ask you where to download all of your files (you can see the radio button
for that on the screen shot attached to this note).

How come we see different things? Do you have a decimal upgrade like maybe
1.0.1 or some such?
