That would seem to be a good method of drying up Publisher Quality submissions. Require, no. Cajole, perhaps. While the Publishers have been submitting some of their books willingly, I doubt it is all that cheerfully. To them it is more than likely just extra aggravation that they look at with a slightly jaundiced eye.
