Hmmmmmm...could be that the number is larger for FAT32 devices. Traditionally, the space for number of entries in the root directory was limited to two bytes, but it might be more now. Two bytes =3D FF =3D = 255. If FAT32 allows four bytes, that'd be 65,535 files in the root.
