in my previous post the fat sizes were incorrct, it should be : 2GB FAT16 clustersize 32K : 2G / 32K * 2 = 128K 4GB FAT32 clustersize 4K : 4G / 4K * 4 = 4M so the latter is 32 times as large as the first.
