Hi. I've just had a look at this. It's the Rayovac 15 minute charging system http://www.rayovac.com/products/recharge/15minutes/qa.shtml The Radio Shack page where this can be purchased is at http://tinyurl.com/6mw49 It does charge in 15 minutes, but does so only with its own batteries (the IC3 batteries sold by Rayovac). It charges other batteries, whether NIMH or NiCD in the usual amount of time (they say, on the Rayovac site, "over night"). If you already have batteries and a charger, it might be an idea to stick with those. If not, this charger sounds like a good deal, despite the fact that the charger and its batteries are comparatively expensive.
