As things are right now, the quality is questionable as it is. I'm not so sure you would be pleased with the file after you converted it. ...Unless it is the only way you can get the book and really really want to read it!

I don't think you will be able to improve the sound.  You would have
to convert it twice, wouldn't you?  Convert it to wave and then back
to MP3 at a higher bit rate?  You would lose even more sound quality
if you did that.
