Hi Neal, I use OutPost Pro by Agnitum.

It works extremely well with Jaws, is menu driven, simple to use and asks you 
whether an application is allowed access to the WWW to function or not.  Once 
you have set the rule that's it.

Will cost you around $40 though but worth it.
