As I said a while back, there may be a slow-discharge capacitor. The fact is 
that it's a confirmed technique, so don't argue with it.

Guys, what's this nonsense about waiting 24 hours?  I've always wondered.
Well...maybe it isn't nonsense.  But if I have, say, a vacuum cleaner that I
plug in and nothing happens, I unplug it, plug it in again and the same
thing happens, and I figure--oh, let's just unplug it, leave it for 24 hours
and try again--what can change? Forgive me if this sounds like a very
sarcastic question, but I'm wondering if there's in fact any technical
reason to do this.
