1. Outlook 2003 has been working beautifully until a few months ago.
2. I'm using it right now because Live Mail isn't working properly at all.
No messages were in it when I opened it this morning. Sometimes, it opens
and says nothing and I have to move to other boxes and then back to the
inbox before it even says it's the inbox. 3. I have found duplicate messages
in Live Mail, just not as many as in Outlook 2003.

I would be very surprised if it was an ISP issue. It almost sounds like a
corrupted .PST file not allowing emails to be removed from the outbox.
Unfortunately Microsoft is dropping support for Windows Live Mail early next
year. Also wasn't there something about Outlook 2003 and Windows 7 that
required disabling iPV6 to remedy some issues like this?

I have received duplicates from you. I use gmail with outlook 365. It does
sound like your ISP hiccuping. I just delete the duplicates.
