Not sure why you want to add the blank line, as Bookshare's converter is going to strip it out anyways, but try this for your quick and dirty way:

Bring up Search and Replace
In the search box type in: ^13([1-9])
In the replace box type in: ^13^13\1
Select "more" and click the "use wildcards"

If you are adventurous, click "replace all." Not recommended, as this will insert a blank line before any line that starts with the numerals 1 through 9. If you're cautious instead of adventurous, click "find next" to go through and examine each instance.

When you've finished the search, remember to "unclick" the "use wildcards" in the search and replace box, or you will drive yourself crazy trying to figure out why future searches aren't working right. grin.
