I'd put something like [Unnumbered illustration] on the page with the picture, and then: "unnumbered blank page] On the page that is the backside of the illustration. You could put a Proofer's Note in the beginning of the book explaining this, maybe on one of the blank pages in the beginning of the book? Say something like: Note: There are X-many illustrations whose pages are not numbered. This includes the front of the page with the illustration and the backside of that page which is blank.
