I would also assume the total garble would be pictures.  In the future you 
might want to delete the garble but keep a blank page where the garbled picture 
pages were just to keep track of the correct number of pages.

If you want you could open the RTF you make of the book in an editor other than 
Open Book and select a quote mark and copy it to the clipboard.  Then you can 
paste the quote mark in the find box and replace it with a quote you type using 
shift-apostrophe.  Then find an apostrophe or single quote in your book and 
copy it and paste it in the find box and replace with a typed apostrophe.  That 
should normalize the punctuation, so there shouldn't be any problems with it 
anymore.  You could also just write a comment for the validator saying that the 
job still had to be done.
