I change them too. In Braille it works much, much better if there are two dashes rather than an em-dash. And it's quite simple. And I have yet to see a book, for instance, from a publisher, that comes out right.
So what we've learned is that some scanners and some proofreaders change the em-dashes to two dashes. Perhaps it doesn't matter ... but if I read a book you've proofed, I will very much appreciate your having made the change!
