More than likely, what you are hearing is your screen reader program, e.g. Jaws, WindowEyes, etc., reading the Word status line at the bottom followed by the page number which actually appears in the document. In your example, 40 would be the 40th page as Word sees it, while 35 would be the actual page number as it appears in the book. Not to worry though, as the page number reflected on the status line doesn't actually get written to the file. It is just a running count of pages as perceived by the software.
