You could also try print layout which would give you the headers I think. To do this, alt-v for the view menu and select print.

My other thought is maybe word is recognizing the text as a page header.
Page headers and footers are usually outside of the typical writing area,
and more placed in the upper and lower part of the page margin.
I'm not positive, but JAWS MAY not announce the page header and footer
information unless you specifically tell to navigate to and read it. This is
more than simply arrowing up or down, but I don't remember it off-hand.

If you've changed the font type already, I'm not sure what the problem is.
Is it maybe too big? Or striked out? I know color doesn't make a
difference. When you're on a line with the header you can't read, does
insert F announce any useful information at all?
I honestly don't know the answer to your questions, but maybe answering
some
of these questions will spark a solution from someone else.
