You mean the KTX/ARB buffer region extensions?
It's easy.. there's a demo available somewhere @ delphi3d.net and, of course, 
there's the all mighty OpenGL extension registry :)

True, most consumer cards don't have any acceleration for drawing lines, and 
some or most of them (afaik) are even using polygons to draw them instead 
(hence the reason it's slower).
