I should correct my last statement below. I don't know how Pickering scales beyond a 10" scope because that is the biggest size I have ever used. This is a guess but since the Airy disc gets smaller as scope size increases, the Pickering scale might fail somewhere above 12" since one probably cannot see diffraction rings which are essential to the Peach interpretation of the rating. Andrew has a big scope and he uses a single star to rate seeing so obviously it can be done. Maybe Andrew will explain what he sees in the 18" when he measures seeing.
