I also had DreamWeaver that I could not reactivate. They did whatever they do and then DreamWeaver reactivated and works fine. That confirmed that their records were showing activation on the previous operating system I think. They then checked Photoshop carefully then said the Serial Number was "invalid". I said "what precisely do you mean by 'Invalid'" and could not get a straight answer. So I thanked them and discontinued the "chat" with them. I tried to send Email to the place where I had bought the Photoshop package from but they do not appear to still be in business... So then, undaunted, I uninstalled Photoshop and reinstalled it from the CD. It installed from the CD and I entered the Serial Number. It did not ask me to "Activate". It was ready to go. Works fine. So, either CD's from Adobe come with a version that does not require "Activation" - or - people are selling pirated versions that have been "cracked" at discount prices. I was not trying to buy a pirated version. I thought the seller was legitimate and I'm still not sure whether I have a pirated version or Adobe's records are not entirely complete and accurate. At this point, I am afraid to try to buy the CS5 "upgrade" from Adobe because I don't know whether it would ask for my "invalid" Serial Number and that the upgrade would then be reduced to a non-refundable waste of money. :-) When I worked at Motorola years ago, I had a colleague from Taiwan that said ANY piece of software at that time could be purchased in Taiwan for about $2.50. However, I did not expect to ever encounter any such items. I'm selling software I wrote so I do not like piracy. I used to say that I would know I had "arrived" when my software was pirated. I protected my software with a software protection package that was developed in Europe by a really brilliant guy. I found a 26 page treatise on a "cracker" site giving the details of some guy's efforts to try to "crack" this system but he was unsuccessful so I thought I had employed a really good software protection package... Well within an year or two I had arrived. :-) "They" "cracked" my software even though it is priced at only $39.95. I couldn't imagine anyone going to all the trouble for only $39.95. When I discovered that it had been "cracked", I added some more "stuff" to make it MUCH more difficult.
