Gary,
I have a rather long message from the makers of XDK that
talks about their product Republico.
Rather than post it to the list email me privately and I
will send a copy to you.
Republico is an "enterprise wide solution" - not the type
of product that you buy off the shelf.

} * Probable need for conditional text,
} depending on the deployment site: sites have
} different ways of doing things.
} * Type of output is undecided yet. Most likely
} method is that the application will link to an
} HTML page on the intranet. If that falls off
} the perch, we'll make chm files for distribution.
