Not so much a redundant phrase as a redundant thingy.
User PNG instead. It's a better format (Portable Network Graphics format).
If so, is the phrase 'JPEG format' technically correct?
Given that JPEG is a group, yes. (Joint Photographic Experts Group invented
it.)
