make use of Audacity's sync-lock tracks feature.
For example, assume that initially, the first track contains the interview,
and the second track the clip.
1. Select the second track, with the first not selected.
2. Press j, then shift + k to select a time range covering all the audio in
the second track, and then press Ctrl + X to cut the audio.
3. Move the cursor to the position in the interview where you want to insert
the clip.
4. On the Tracks menu, move to the sync-locked tracks item, which won't be
checked. Press Enter to choose this item. Sync-locked tracks in now enabled.
5. Press Ctrl + V to paste the audio, which you cut in the second step. In
addition to the audio being pasted, a period of silence is automatically
inserted into the first track for the duration of the pasted clip.
6. On the tracks menu, choose sync-locked tracks. This will now be disabled.
Additional note. This method leaves the first track as a single clip and
containing a period of silence. If in further editing you need to easily find
the beginning and ends of the audio which aren't silence, then you may find
the detach at silences command useful. This command can be found on the clip
boundaries sub menu of the Edit menu.
If the selected audio contains sections of complete silence, that is the
amplitude of the audio is zero, then the Detach at Silences command can be
used remove those sections of audio, leaving clips which are separated from
each other by the resulting sections of empty track.
So in the above example, if you applied this command to the audio of the
first track. you would end up with two clips. You can then using the commands
to select the next/previous clip to move to any of the clip boundaries than
you want to.
I've included below, the description of sync-lock tracks in my guide to
Audacity.

Sync-lock tracks.
The idea of sync-lock tracks is to try and keep a group of tracks time
synchronized with each other when some operation, such as deleting, affects
the timing of one or more tracks in the group.
Say you just had two audio tracks, and they were sync-locked. If you select
one track and a time range, and delete the selected audio, then the audio in
that time range in the unselected track is also deleted, so that all the
remaining audio in the two tracks is still in sync with each other. Similarly
with just two tracks which are sync locked, then if you select one track, and
paste some audio into that track at the cursor position, then silence, with
the same duration as the pasted audio, is pasted into the unselected track at
the cursor position.
You switch sync lock tracks on and off in the tracks menu, and by default
it's off. If there are only audio tracks in the project, then there's just
one group of sync-locked tracks. The tracks in a project can be divided up
into more than one group using label tracks. Each audio track which follows
immediately after a label track starts a new group.
When you select one or more tracks in a sync locked group, then an
appropriate icon is shown in the track for sighted users, and the phrase sync
locked is added to the name of the track for screen reader users.

insert the movie clip.
Make the first part of the interview track one, then the movie click track
to, then the rest of the interview track three. After this, use your
alignTrax menu and set the tracks end to end. Align tracks can be found in
the alt t or tracks pulldown menu.

Hello: I just interviewed a film director and I am trying to insert a film
clip in the middle of the interview. I need the interview to pause while
the clip plays and resume soon as the short clip is over. I know how to
insert the clip where I need it, but the interview keeps on playing over
the clip. I think this is a time shift issue but I don’t know how to make
this work using jaws. Can anyone tell me how to make this happen?
