It will not be contained in a folder. Simply run it and follow the prompts.

I am not sure that I need the command line tool!
All I want to do is to do what I could do in Windows 7 and export files to
different formats. When I try this now, Audacity says ffmpeg is not installed.
I don't need to add a video stream to the audio.
Following the Audacity instructions,
I got in my downloads folder a folder called ffmpeg-win.2.2.2 Inside that
folder are several files one of which is ffmpeg.exe.
When I run this file,ffmpeg.exe, nothing happens.

You mean the command line tool, right?
Do you need to add a video stream to the audio?
There's not much magic to install ffmpeg but tricky nonetheless.
Did you download the ffmpeg.exe file already?
I've placed it under Windows/System32 so that I can reach it from anywhere.
But the usage is for later.
Just tell me how far you've got so far.
