I just had to do this yesterday. I followed the instructions in Audacity
which included a link to the download site. I downloaded and installed
ffmpeg-win-2.2.2.exe and installed it on my Windows 10 Computer. I used it
to convert an .m4a file to .mp3 not the other way around. I have never tried
doing it the other way so don't know if it is even possible. But I was able
to install the software in the normal way. Good luck.
