A sincere thanks to 1 and all that helped me with the above query.

I now realise that more than 1 effect was applied in Cher's video, so
to be a little more specific, the effect I'm referring to has been
applied between about 0.35 - 0.39 seconds and again in 0.43 to 0.50
seconds in the following youtube video

Is this the same effect David mentioned which has been applied in
these portions of the audio?
