As someone said previously, it is an "autotune" type effect, sometimes
called "T-Pain" effect (after the rapper who overused it). The effect
cannot be done properly in Audacity because Audacity does not support
MIDI control. However it is sometimes possible to achieve a similar
effect with either "Autotalent" or "GSnap" plug-ins, using extreme
settings. Autotalent is probably more accessible than GSnap, and is
available from here:
