It depends on which effect you mean actually--the song is filled with it.
First, there comes a tab line (repeating delays) with a slight wah-wah
or leslie effect added.
Then, there's the famous autotune effect (e.g. with gsnap or
autotalent or karowee achievable, extreme correction settings).
Perhaps you could give the exact time index in e.g. a YouTube video?

There are some of them out there, and, have one installed here that
might do the trick, but, think it was included in one of the
multi-effect packs got hold of, so, maybe search for youtube demo's of a
tremolo effect to see if relevant, and then search the 'net for a
tremolo effect you can make use of in audacity?
