The No Parking file was faded in at the beginning and out at the end, so
crossfading it would not work. Overlapping several tracks the way I
described is what works best with such a recording. It's a similar workflow
to what you did with Sonar.
In order to use the Find Zero Crossings feature, you'd have to cut off the
fades at either end. Otherwise the feature would just find the silences at
either end and you'd be left with the fades again.
So set the left selection marker after the fade-in and the right marker
before the fade-out. Then apply Find Zero Crossings to make sure the edit
points are in equally loud places. Then press shift-space to play back in
loop mode. If you're satisfied that the loop plays without any clicks, press
ctrl-t to trim the edges. Now you can copy the selected audio to the
clipboard, press j or k to move the cursor to the beginning or end of the
track and paste the audio into the track until the loop has the required
length.
That said, Find Zero Crossings may still produce clicks in stereo tracks. If
that happens, press c to preview the edit. If you can hear the transition,
adjust the left or right selection marker in tiny increments. If you can't
hear the transition in the edit preview, there's a good chance you won't
hear it in the loop either, because the selection markers are in places with
the same noise level or noise quality.

Hey Robbie.
I wonder, how would I find "0 Crossings" in the original file I sent? When I
tried the crossfadein and crossfadeout plugins, unfortunately, the fades
were not at constant gain. So when I played it in loop mode, it would dip
down in volume at the end, and back up when it rewound to the beginning. I
want it to sound like a constant ambient track, in other words, at the same
volume when it rewinds to the beginning from the end in loop mode. Here's an
example of a sound that I have which is an ambient background sound. This is
an .ogg file, so I hope it works for you to listen to in Audacity's loop
mode. This way you can hear what I want to try to achieve.

First I trimmed roughly 11 seconds of silence at the end. Since you had
already faded the street noise in and out, I selected the audio from start
to finish, copied it to the clipboard and positioned the cursor just after
the female no parking announcement. Then I added a new track and pasted the
audio. This created an overlap which due to your fades, amounts to a
crossfade. When I had five tracks, I selected all and mixed them down to
one. Then for good measure I selected that mix and added another track as
per above. This gives you 10 cycles. Anyone staying in the white zone for
that long can definitely be accused of parking...

The Audacity manual recommends working with Zero Crossings when creating
loops, but I prefer to use crossfades. They give you more freedom regarding
the length and sound of the overlap. I find that this method works
particularly well with ambient noise.
